This paper provides a preliminary exploration of the role of government in adaptation to climate change. It explains why adaptation is necessary, and some of the steps that have already been initiated. Against this background the paper identifies a series of questions and assembles a framework delineating areas of potential government involvement in adaptation. The paper also addresses the importance of integrating into policy processes the “bottom-up” engagement of impacted sectors and suggests one potential model for doing so.
